The Russian Alliance against SEC was established in 2004 by Stellit, an NGO in St. Petersburg, and by Sisters, a sexual assault recovery centre. The Alliance’s objectives are to combine the efforts of government and NGOs in combating SEC. In this context, the Alliance works on a number of issues, including prevention, rehabilitation, awareness-raising and research.

Facts
Orphans and under-privileged children most often become involved in prostitution and other criminal activities in Russia.
Russia was one of the first states to ratify the Convention on the Rights of the Child (CRC) and it ratified the Optional Protocol on the sale of children, child prostitution and child pornography (OPSC) in 2013.
Russia has specific legislation on child sexual abuse material; nevertheless, it has not yet been defined.

Extraterritoriality & Extradition

Active extraterritoriality is recognized under articles 12.1 of the Criminal Code with regards to Russian citizens (but not habitual residents). Passive extraterritoriality is not recognized. Double criminality is required for extraterritoriality (art. 12.1 of the Criminal Code).
SEC related offences can be considered extraditable offences if they are punished with at least one year of imprisonment under Russian law and fulfil the double criminality principle (Art. 462 (1) and (3) of the Criminal Procedure Law ). Russian citizens cannot be extradited under art. 464.1(1). Double criminality is required for extradition (art. 462 (1)).
